Map the environment
List each room, yard and transition area. Walk the site and note boundaries, entry points, visibility and spaces that change use during the day.
Identify high-risk moments
Arrival, meals, toileting, sleep, breaks and departure can change where children and educators are. Write a practical step for each moment, including who does the final sweep.
Educator positions
For each zone, describe a role rather than assuming a particular person will always be there. Check whether the position allows clear sight lines and a timely response.
Transitions
Plan how children move between areas, who leads, who follows, where the final sweep happens and how a new educator accepts responsibility.
Counts and handovers
Specify when counts happen, how they are recorded and how the spoken handover works before anyone leaves a zone. Reconcile discrepancies immediately using your service procedure.
Breaks and relief
Identify the replacement role and confirm zone ownership verbally before a break or shift change. Recheck supervision arrangements when groups combine.
Review after incidents or changes
Revisit the plan after incidents and near misses, environment changes and changes to children's needs. Consult the educators who use the space and document the changes.
